User cannot set text size or manage layouts

I'm not sure what's going on here.  I have a new ueser and bought him a tablet, but he cannot "save text size" when he resizes the lyrics. (it is disabled) nor can he create or edit his layouts. Since both these things are device specific, not user specific, I don't understand why he is blocked.  If I log in as ME (administrator) on that device I can edit these things, but I shouldn't have to do this for everybody... plus they should be allowed to change and save their text size at a gig.
