If I have an individual Band helper account and join a band that uses band helper with all members, can they share set list, charts, and songsto me from their account?
The band will need to add you as a user in their account to share the data for that band. You can continue using your own account alongside theirs if you have other projects besides that band.

Will adding me as a user in their band cost them one of their user licenses even though I am paying for my own account?
Yes, but unless they're right at the breakpoint of the size tiers, it won't cost them anything to add another user.
