I have a new feature request for consideration.
Provide the capability to design custom layouts in the web interface.
It's very tedious to do this on a small device such as an iPad mini really tricky sometimes the select and resize properly.

Layouts are sized to a specific device screen, so one problem would be defining what device size you have so the web interface can mimic that. The other problem would be the significant time required to reprogram this functionality for the web platform. But if I ever manage to do that, I'll post an update here.
Meanwhile, have you tried an inexpensive stylus? That can make editing layouts a lot easier on smaller screens.
