Currently I am using Setlist Maker to send a click track to the rest of the band by connecting a cord to the headphones port on the ipad into a mixer. What I would like to do is continue sending the click while adding the ability to control lighting scenes through midi. I know very little about midi so I am not sure if this is possible. If it is, what components/apps do I need to set this up? And how would this be set up? Finally is it possible to have lighting scenes that will flash along with the click track so it is in perfect time with the tempo?

You'll probably want to set up a standard MIDI file as described further down on that page.
Or if you only need to make occasional lighting changes, you could use the built-in automation track function to send MIDI presets:
