Editing permissions for other users in account

Hi
I'm not having much luck in giving users the Added Data editing feature. In order to give them the ability to edit their Personal Chords and Personal lyrics fields i have to give them All Data editing access. Is there something I'm missing here? I thought the Added Data setting was precisely for this limited editing ability.
Any clues would be gratefully received!

Those users would also have to turn on the desired Personal Sync settings on the Settings > Account Sync page. Did they do that?
