By the way, I upgraded to IOS 13.4 soon after I posted that original question, and Bandhelper works fine with that version.  Just thought I'd close the loop on my earlier post ...
Before deciding whether to upgrade to Catalina in order to get access to the new BandHelper Mac App (I have the same issues others have re: not wanting to lose some key programs), it would be helpful to know this: 

Will running BH on the Mac App be faster than using the web interface?  While I love Bandhelper, it has become almost unusable on my Mac (via the Web interface) -- I have a large number of songs in Bandhelper, and the time lag when adding songs, going back to list view, etc. is really long, and makes it painful (again, almost unusable) to add songs from my computer.   

BH works great on my iPad and iPhone, but sometimes I have lyrics on my computer that I want to load into the program; for that and for other reasons, I'd love to be able to use my nice big screen Mac to use Bandhelper.  If I can reasonably expect that the MacApp would work more like the iPhone and iPad app in terms of speed, I think it might be worth it to me to upgrade to Catalina, especially since I understand that Audacity just released a version of their program that (might) work with Catalina.

Thanks in advance for any advice you can provide re: expected speed of the BandHelper Mac App versus accessing BH thru the Web interface.

(Separately, if you have any advice about how to make the web interface usable for folks with large song databases, I'd appreciate that, though I realize that may belong in a different thread).

UPDATE summer 2019: The has been shut down. I'm not aware of another online directory of URL schemes, so you will have to use trial and error, or contact the other app's developer to get the URL scheme.

For the batch import, you need to select a document directory in Settings > General Settings > Document Directory. Then the app will look in that directory for files to import.

For the single file import, Android should let you select any plain text files, regardless of file extension, but sometimes it gets confused between plain text and binary files and shows some plain text files as not selectable. If that's happening, you can turn on Help > Utilities > Use Old File Picker and then it will look at the file extensions, but then you will only be able to select local files, not files on cloud storage.

Do you mean for MS Office? They have one-time purchase options, too.

I've got too many apps that I use all the time that won't work if I upgrade to Catalina.  I certainly understand your position but I'll have to keep using the Internet version for the time being.

Yeah, I played this afternoon and found that setting the recording delay at -120 msec worked well for the ones I tried. I will try this again later  while recording to see if the loops line up well with the beat. I am finding it workable...I had taken the approach of tweaking the recording, not the MIDI file, as this seemed much easier to just measure the offset using waveforms and hack that much off the silence before the beat starts (I always create my files with a measure of silence just so I can have a buffer).

Anyway, I have tried almost all of my old recordings and I am not getting this stutter issue. I thought maybe it was just uptempo songs for some reason, as the new songs I did were over 150 bpm, but have tried some older uptempo songs an no problem. I am at a loss, and I hope Arlo can provide some insight. I will continue to troubleshoot on my end. One thing I am definitely seeing is a problem with the Midi Clock on the new songs: my Strymon Mobius pedal displays the bpm for the song, as determined by the MIDI clock. On the old songs, it stays steady, but not the new will shift during the song.

The song a tired to add this weekend was Message in a Bottle, played at 155 BPM. I play the verse bass line and loop it. Later in the song, I can see the Mobius pedal goes from 155 to maybe 154 or 153, and when the looper is told to play the bass line, it will play, then suddenly stutter and restart from the beginning, but now off tempo. I think one time, on the 3rd verse (after stuttering during 2nd verse), it was back on tempo when it was played again.

This behavior seems consistent and only with songs I have recently added to Bandhelper.

Just finished the process - works good with that free tool you mentioned. It seems to be able to handle about 30 Word docs at a time. Thanks!
